How to Get EACC Clearance Certificate in Kenya

A clearance from the Ethics and Anti-Corruption Commission (EACC) is a mandatory requirement for anyone seeking public office or employment in government parastatals under Chapter Six of the Constitution of Kenya.

Unlike other certificates, the EACC clearance process involves a “Self-Declaration” where you personally vouch for your integrity before a legal authority.

In 2026, the process has been modernized. You can now complete the entire declaration through the Adili Online Portal. After filling your details, you must still print the form for witnessing by a lawyer, but you then scan and upload the stamped form back to the portal.

Once processed, the system generates an Acknowledgment Receipt with a QR code. This receipt serves as your “certificate” and proof of clearance for your employer. In this guide, I will explain exactly how to handle the “Adili” system from your home.

EACC Clearance Requirements

Before you begin your application on the EACC Self-Declaration Portal, ensure you have scanned copies (in PDF or JPEG) of the following documents:

  1. Identity Document: A clear copy of your National ID card or valid Passport.
  2. KRA PIN Certificate: A copy of your active KRA PIN.
  3. Academic Certificates: Copies of your primary, secondary, and tertiary certificates.
  4. Self-Declaration Form: (You will fill on EACC portal online)
  5. Active Email Address: To receive notifications.
  6. Phone: To receive OTP.

How to Apply for EACC Clearance Certificate: Step-by-Step

Step 1: Register on the EACC Portal

The EACC has moved to a fully digital system for initial filings.

  1. Visit the official EACC Self-Declaration Portal.
  2. Click on “Register” and create an account using your ID number and email.
  3. Verify your email by clicking the link sent to your inbox.

Step 2: Fill in Your Personal Details

Once logged in, you will be required to provide:

  • Personal Information: Name, Date of Birth, and Home County.
  • Employment History: Current and previous workplaces (if any).
  • Integrity Questions: You will be asked a series of “Yes/No” questions regarding your past conduct, criminal record, and financial integrity. Note: Be honest, as providing false information is a criminal offense.

Step 3: Upload Mandatory Documents

You must attach your credentials to prove your identity and qualifications. Ensure the files are clear and readable.

  • Upload your ID Card and KRA PIN.
  • Upload your Primary, Secondary, and Tertiary certificates.
  • Click Submit to generate your unique Self-Declaration Form.

Step 4: Download

After submitting the details online, the portal will generate a Self-Declaration Form (S2 Form).

  1. Download and print two copies of the generated form.
  2. The Legal Step: Take the forms to a Commissioner for Oaths (Advocate/Lawyer) or a Magistrate.
  3. The lawyer will witness your signature and “polish” the document with their official stamp.

Cost Tip: Most lawyers in Kenya charge between Ksh 300 and Ksh 500 for this service. Ensure the stamp is clear.

Step 5: Final Submission

Once the form is stamped:

  1. Scan the stamped form back into your computer or phone.
  2. Log back into the EACC Portal.
  3. Upload the signed and stamped document to the “Final Submission” section.
  4. Submit and wait for processing.

Collection and Tracking

Unlike the Certificate of Good Conduct, the EACC does not always issue a “physical certificate” to you. Instead:

  • The EACC sends a verified list to the requesting employer or institution.

1. How much does it cost to get an EACC certificate?

The EACC does not charge any fee for submitting or processing the Self-Declaration Form. The service is completely free of charge at all EACC offices and the Adili online portal.+1

However, you will incur a small cost for witnessing/stamping:

  • Commissioner for Oaths/Lawyers: Usually charge between Ksh 200 and Ksh 500 per form.

2. Can I get an EACC clearance certificate at Huduma Centre?

Yes. You can submit your completed and witnessed Self-Declaration forms at the EACC desk located in Huduma Centres countrywide.

3. How long does it take to get a clearance certificate?

The processing is usually instantaneous once you submit your forms:

  • Acknowledgment: You receive a stamped copy of your form (manual) or a digital acknowledgment receipt (Adili portal) immediately upon submission.
